Clifton R. Gaus
Chairman and CEO
Prior to founding HIPAAprof, Clif was the Executive Vice President and Chief Administrative Officer of WellPoint Health Networks Inc.
In this position, he was responsible for WellPoint's physician and hospital networks, medical policy and market research and product
branding. Prior to joining WellPoint, Clif was Senior Vice President, Research and Development of Kaiser Permanente, Oakland,
California. From 1994 to 1997 he was the Administrator of the Agency for Health Care Policy and Research in the Department of Health
and Human Services (HHS). Reporting directly to the Secretary of [HHS], AHRQ is the lead federal Agency in studying health care
organization, financing, quality, and technology. During this time he also assisted in the preparation of the HIPAA legislative
proposals and actively participated in the passage of the legislation. He has served in senior health positions under Presidents
Nixon, Ford and Carter, as well as in the Clinton Administration. In the late 1970's, Clif was Associate Administrator for Policy,
Planning and Research for the Health Care Financing Administration (HCFA) and founded the Association for Health Services Research.
Julie Smith
Executive Vice President
Prior to founding HIPAAprof, Julie held positions with The Health Care Financing Administration (now the Center for Medicare and
Medicaid Services) and the State of Indiana. As Deputy Commissioner for Health with the Indiana Department of Insurance, she began
implementing HIPAA regulations in conjunction with Indiana small group reforms. Julie's legislative and policy background is also
complemented with years of compliance work with Anthem Blue Cross and Blue Shield. In 1998, Julie founded a consulting firm that
specializes in corporate regulatory compliance. She continues to assist a broad mix of healthcare firms with Medicare regulatory
compliance and training. Julie holds a Masters from The John's Hopkins University in Health Sciences.
Ken Leon
Chief Technology Officer
As Chief Technology Officer for HIPAAprof, Ken is responsible for the development and maintenance of all HIPAAprof systems and
websites. He was Director of Web Development for an advertising company, and was directly responsible for devising strategies for
getting information onto the internet in easy to read and use formats. In 2000, Ken co-founded a consulting company that specializes
in the design and development of internet sites and applications for small and medium businesses. With over 18 years experience in
the computer industry, Ken brings a combination of software development, database design and systems implementation knowledge from
low-end single-customer systems all the way through enterprise-level corporate applications. Ken holds a Bachelors Degree from the
California State University in Computer Science.
Shauna Taulli
Director of Business Development
Shauna is the Director of Business Development. Before joining HIPAAprof she managed an Architectural Company. She also has
financed and advised startup businesses. Shauna has a Bachelors of Architecture from Tulane University and a Masters of Business
Administration from Pepperdine University.
